European Trade Unions and Free Trade: Between International Solidarity and Perceived Self-Interest

Abstract

Opposition to capital's promotion of free trade and deregulated markets should be a unifying factor binding together the transnational labour movement. Yet the predominant stance of European trade unions has been to support the free trade agenda promoted by the European Union, while calling for social conditionalities to offset its most negative impacts. This article seeks to draw out the ambivalent positioning of the European trade union movement over and against free trade, and to explain its contradictions as evidence of tension between the instrumental and expressive tendencies faced by trade unions in their pursuit of self-interest in the globalised economy. The analysis concludes that a more radical articulation of the labour movement's political interests is required if this tension is to be resolved in favour of transnational solidarity.

من الواجب أن تكون معارضة التوجه الرأسمالي لتعزيز التجارة الحرة وتحرير الأسواق أحد العناصر الموحِّدة التي تربط بين الحركات العمالية العابرة للقوميات. إلا إن الموقف السائد لنقابات العمال في أوروبا تمثل في تأييد مطالب التجارة الحرة التي طرحها الاتحاد الأوروبي، مع الدعوة إلى توفير شروط وضوابط اجتماعية لتلافي أشد الآثار السلبية لهذه السياسة. وتسعى المقالة الحالية إلى فحص المواقف المتأرجحة لحركة النقابات العمالية في أوروبا ما بين تأييد التجارة الحرة ورفضها، مع تفسير تناقضات هذه المواقف باعتبارها دليلاً على التناقض بين الاتجاه العملي الأداتي والاتجاه المبدئي، وهو التناقض الذي تواجهه النقابات العمالية في سعيها إلى ضمان مصالحها الذاتية في إطار الاقتصاد المعولم. وتخلص المقالة إلى أن ثمة ضرورة إلى تحديد المصالح السياسية للحركة العمالية بشكل أكثر جذرية حتى يتسنى حل هذا التناقض لصالح التضامن العابر للقوميات.

자유무역과 탈규제된 시장을 촉진시키는 자본의 선전에 대한 반대는 초국적 노동운동을 모두 함께 묶는 요소가 되어야 한다. 그러나 유럽 노조들의 지배적인 입장은 자유무역의 부정적인 충격을 상쇄하는 사회적 조건을 요구하면서, 유럽 연합이 주도하는 자유무역 의제를 지지해왔다. 이 글은 자유무역에 대한 또한 자유무역에 반대하는 유럽 노조운동의 애매모호한 입장을 다루고, 지구화된 경제 속에서 자기이익을 추구하는 노조가 직면한 도구적 경향과 표출적 경향 간의 긴장에서 드러나는 모순을 설명한다. 이 분석은 이러한 긴장이 초국적 연대로 해결되기 위해서는 노동운동의 정치적 이해를 더 급진적으로 만들어 내는 것이 요구된다고 결론 내린다.

La oposición a la promoción de capital del comercio libre y los mercados desregulados, debería ser un factor unificador, vinculando al movimiento laboral transnacional. Aun así, la posición de los sindicatos europeos ha sido para apoyar a la agenda del comercio libre promovida por la Unión Europea, si bien pide por condicionalidades sociales para aminorar sus impactos más negativos. Este artículo busca extraer el posicionamiento ambivalente del movimiento sindical europeo sobre y contra el libre comercio, y explicar sus contradicciones como evidencia de tensión entre las tendencias instrumentales y expresivas confrontadas por los sindicatos, en su búsqueda de un interés propio en la economía globalizada.El análisis concluye que se requiere una articulación más radical de los intereses políticos del movimiento laboral, si esta tensión está por resolverse a favor de la solidaridad transnacional.
