1 This review essay was finished before the tragic events in Norway on 22 July 2011. The author does not see the need to change anything in the light of what happened, except to underline that he stands by his assessments and conclusions.

2 Note that the new German law is about ‘in-migration’ thereby consciously avoiding the term and issue of immigration; the new (2004, amended 2005) law's full official title: ‘Law on steering and limiting of in-migration and to regulate residency and integration of Union [ = EU; FPW] citizens and foreigners’ (BGBl I S. 1950, 30 July 2004).
