Abstract

While TQM is a well-established method in Europe and the US, Hong Kong companies are struggling with their TQM programme. The survey responses of 230 Hong Kong managers reveal that the adoption of TQM principles and practices are sporadic. Among the eight dimensions of TQM adoption, managers are persisting with an economic value driven management orientation in the goals-related dimensions and the system design dimension, even though managers are following TQM principles and practices in dimensions such as job coordination and role of information. The inconsistency within the paradigmatic shift may explain the poor TQM adoption in those companies.
