Bridging low-income families to community leisure provisions: the role of leisure education

ABSTRACT

Despite the financial assistance programmes (FAPs) available in communities, many low-income families still cannot participate in leisure, leaving them excluded from the benefits that can come from participation. To bridge this gap, it has been suggested that leisure education can help ensure individuals, families, and community practitioners develop the skills, knowledge, and confidence so the benefits of leisure are more likely to be experienced. This study explored how a not-for-profit recreation organization used leisure education to support access and participation in community leisure activities for low-income families. Data were collected from five staff members and 10 parents of the families enrolled in the leisure education programme. The results showed that the leisure education program connected families to community provisions and enhanced leisure awareness, supported constraint negotiation and decision-making skills, created options and choices, and provided advocacy for program changes. Instead of focusing only on FAPs, this study reveals the importance of leisure education as a tool to support community providers effects on leisure access and participation for low-income families.

RESUMEN

Les personnes à faible revenu vivent souvent un déficit de savoir et une exclusion subséquente des programmes et services offerts dans leurs communautés. Les familles ne savent pas quels programmes sont offerts, le cas échéant, ou peuvent ne pas savoir comment s’y inscrire ou y participer (Green, 2001). En dépit de l’existence de programmes d’aide financière conçus pour les familles à faible revenu, les parents qui vivent de pareilles circonstances socioéconomiques et socioculturelles ne sont généralement pas au courant des ressources de loisirs mises à leur disposition et qu’ils pourraient utiliser pour procurer des occasions de loisir à leurs enfants et leur famille. Pour cette raison, ces personnes ont tendance à ne pas profiter de ces programmes. Les données tirées d’une étude de cas portant sur un programme communautaire d’initiation aux loisirs pour les familles à faible revenu illustrent comment la mise en place d’une approche novatrice, par les agences et les programmes qui offrent de l’aide et de l’éducation aux familles pour les aider à participer aux activités récréatives et sportives communautaires, réussit à combler le fossé entre les occasions de loisir communautaire et de sport et la participation des familles à faible revenu.
