The conference statement was prepared by the author based on the results of the break-out group and final session plenary discussions and with input from the conference planning committee (see Preface) and conference delegates.
Notes
*Agreement was not reached on a recommended mechanism for undertaking this effort. In plenary, several delegates emphasized the need for federal leadership in developing the framework. Others disagreed with this view, in favor of an equal partnership among stakeholders.
