The relationship between public and private social service agencies: Competition or cooperation in the 1990s?

This paper explores the relationship between public and private agencies by examining historical definitions, reviewing representative research and theoretical approaches, and exploring how money binds the two human service delivery sectors. Conceptualizations of the roles of private agencies are also given. Finally, issues of concern to private agencies are identified and questions for the ‘90s are posed.
