Abstract
Many people groan when they hear the term BRAC—Base Realignment and Closure—associating it with base closures, unemployment, and environmental remediation. Congress, meanwhile, is taking an interest in the growing pains created by the most recent BRAC decisions. Twenty military installations will experience significant population increases as a result of BRAC 2005, receiving more than $7 billion for growth-related construction projects between 2006 and 2008.
