Crash Course? Congress Greases the Skids for Transportation Projects

Abstract

At least since enactment of the Safe, Affordable, Flexible Transportation Equity Act—A Legacy for Users in 2005, there’s been a rising drumbeat for “streamlining” environmental reviews of highway projects. The justpassed transportation bill, Moving Ahead for Progress in the 21st Century (MAP–21), contains streamlining provisions with alarming potential to seriously harm communities and the environment.
