Biking and Walking: Fewer Funds, Greater Local Control

Abstract

Local planners and politicians are some of the biggest champions of projects to improve walking and biking. While state agencies often fixate on big‐ticket projects, it’s local officials who intuitively understand needs like a new sidewalk near the middle school, bike lanes to the transit hub, streetscaping and plazas that help bring people downtown, and off-road trails that improve quality of life and bring in tourism dollars.
