Abstract

As planners, there is a direct correlation between the breadth and substance of your work and the finances of your city. Through your work and media, you are likely aware that American cities and towns are suffering the worst financial distress since the Great Depression. Indeed, several cities have recently been forced to seek protection under Chapter 9 of the Bankruptcy Code, the chapter specifically addressing municipal reorganization.
