Critique of a Critique: Commentary on the Review of Comprehensive Sex Education Curricula (2007)

ABSTRACT

The 2007 Review of Comprehensive Sex Education Curricula conducted by the Administration for Children and Families (ACF) and the Department of Health and Human Services (HHS) is meant to be a partner document to the 2004 Waxman Report and was published alongside the 2007 Mathematica Abstinence Policy Study, making it a timely entry in the current critical look at sex education programs that reach American youth. This article looks at the research methods and findings of the 2007 Review. The 2007 Review yielded many examples of clear and inappropriate bias against its subject, research measures that were not effective for their purposes, extremely critical and unreasonable benchmarks for failure, and several examples of referencing that were either implicitly confusing or explicitly incorrect.
