Planning low carbon communities: Why is a self-sustaining energy management system indispensable?

ABSTRACT

This article presents the key findings of a planning and design project aimed at building the first Taiwanese LC community in Pinglin District, where there has been long-term conflict over the Feitsui Reservoir Watershed protected area. The study shows that to sustain and maintain a carbon-neutral community in the future, a clear and systemic mechanism of transparent measurement, communication, and profit management is required. The authors are also aware and strongly emphasize that the success of the planning process and outcomes will depend on building trust and niche initiatives that are appropriate and relevant within a 3R management system – reduce, renewable, and recheck. Taking this approach will help contribute to a financially successful and eco-friendly project.
