Abstract
Increasingly, community development workers, health professionals, and volunteers are involved at the state, regional, and local levels in efforts to help improve health care delivery. As a result, a continuing need exists to clearly conceptualize community development and community action in relation to health care. This paper uses Roland Warren’s community development-community action framework to analyze one community’s attempt to organize a health council as a strategy for community change.

Dr. Sebring is an assistant professor of Community Development in the College of Human Development at the Pennsylvania State University. For two years he was president of the Health Council described in this paper.
