Abstract
The paper examines the effect of a training module designed for local planning officials in Minnesota. It reports that local officials possessed little information about zoning before exposure to the module. Increased information levels are observed following the training module. Similarly, the attitudes of officials toward zoning as an effective planning instrument changed from negative dispositions to a more favorable attitude after they have received the training module. Finally, some evidence indicates that such training can also affect the behavior of such officials by leading them to reconsider their zoning ordinances and the way they are being implemented.
