Abstract
A general definition of community development is set out which was used to select three examples of community development activity. The three examples are presented as case studies and are assessed against the definition. The study finds that projects designated as community development activity by agencies and workers often do not fulfill the criteria established in the definition. The resulting differences are analysed, leading to the development of a set of evaluative questions against which community development activities can be assessed. These questions are proposed for use as a diagnostic tool for practitioners in the field.
