Mitigating Impacts of Rapid Growth on Local Government

Abstract

Rapid population growth can create serious financial problems for local government. Without special measures to mitigate those impacts, pre-development residents will likely face a combination of tax increases and declines in public services. All such programs arc not equally effective in all situations, however. This paper identifies four separate types of impacts likely to accompany new development, then analyzes the effectiveness of 12 commonly proposed mitigation strategies against each type of impact.
