Social tourism as a modest, yet sustainable, development strategy: policy recommendations for Greece

ABSTRACT

Recent findings from social tourism research and evidence from its practice have shown that social tourism has multiple benefits, both for individual participants and host-communities within destinations. The latter in particular have been acknowledged by the European Union and have been included in its recent sustainable tourism policy. Yet, there are a limited number of studies that have attempted to explicate the close linkages between social tourism and sustainable development, and to inform public policy. This paper aims to do so with specific reference to Greek social tourism programmes. Drawing upon development theory, specifically sustainable development, and sustainable tourism research in particular, the study builds an argument for the potential of social tourism to act as a stabilising force in the Greek tourism system, contributing to the achievement of sustainability outcomes for host-communities. In doing so, the paper makes tangible policy recommendations, which are also timely, given the current socioeconomic environment that has been shaped in Greece, across Europe, and elsewhere, since the 2008 crisis.

RESUMEN

Los resultados recientes de la investigación en turismo social y la evidencia de esta práctica han mostrado que el turismo social tiene múltiples beneficios, tanto para los participantes individuales como para las comunidades anfitrionas en los destinos. Esto último en particular ha sido reconocido por la Unión Europea y ha sido incluido en su reciente política de turismo sostenible. Aún así, hay un número reducido de estudios que hayan intentado explicar las estrechas conexiones entre el turismo social y el desarrollo sostenible así como informar la política pública. Este trabajo aspira a esto con referencia específica a los programas griegos de turismo social. Haciendo uso de la teoría del desarrollo, específicamente desarrollo sostenible, y la investigación en desarrollo sostenible en particular, este trabajo presenta un alegato sobre el potencial del turismo social para actuar como una fuerza estabilizadora en el sistema turístico griego contribuyendo al logro de los resultados sostenibles para las comunidades anfitrionas. De esta forma, este trabajo hace tangible las recomendaciones políticas, que son al también oportunas, dado el entorno socioeconómico actual que ha sido moldeado en Grecia, en Europa y en todo el mundo desde la crisis de 2008.

Les résultats des recherches récentes sur le tourisme social et les données probantes générées par l’aspect pratique ont montré que le tourisme social présente de multiples avantages, tant pour les participants individuellement que pour les communautés d’accueil dans les destinations. Les avantages des destinations ont été particulièrement reconnus par l’Union européenne et ont été intégrés dans sa récente politique du tourisme durable. Néanmoins, quelques études ont tenté d’expliquer l’existence de liens étroits entre le tourisme social et le développement durable, en vue d’influencer la mise en place des politiques publiques. L’analyse de ces liens est le but de la présente étude dont les références sont faites spécifiquement aux programmes du tourisme social grec. S’appuyant sur la théorie du développement, particulièrement le développement durable et la recherche sur le tourisme durable, cette étude confirme que le potentiel du tourisme social est capable de stabiliser le système touristique grec en contribuant à l’acquisition des résultats durables pour les communautés d’accueil. Partant, cet article formule des recommandations concrètes des politiques qui sont également opportunes, eu égard à l’environnement socio-économique actuel qui s’est développé depuis la crise de 2008 en Grèce, en Europe et ailleurs.

摘要

于最近社交旅游的研究及相关证据中，发现个体参与者及当地社区双方都能够受益于社交旅游。对于当地社区的得益更受到欧盟 (EU) 确认，并被纳入可持续旅游政策的一部份。然而，现在只有屈指可数的学术研究在尝试阐明社交旅游与可持续发展旅游两者之间的紧密关系。本研究文章正以此为目标，透过希腊的社交旅游计划来勾画并发展出一套理论，一套特别以可持续发展及持续旅游为研究对象的理论。此学术研究正是建基于这套立论：社交旅游的潜在可能性充当着希腊旅游体系的稳定支柱，并为当地社区带来可持续性收益。为此，本研究文章以现实的政策为参考助证，而亦相当恰时，因为 2008 年环球金融危机造就了现今希腊和欧洲各地的社会经济环境。

1. OAED offered 150,000 beneficiaries the chance to go on a holiday between 15 October 2015 and 30 September 2016. OGA’s programme runs between 23 July 2016 and 8 May 2017 and has 55,000 beneficiaries. In order to estimate how many beneficiaries in total went on a holiday in one year, we have set the time-frame of a year in line with the time-frame of OAED’s programme (October–September). Then we added the total number of OAED’s beneficiaries to the number of OGA’s beneficiaries who went on a holiday until September 2016. Given that the latter figure is unknown, and considering the travel trend of Greeks to go on holidays mainly during the summer (ELSTAT, 2016a), it was assumed that the majority of OGA’s beneficiaries went on holidays between July and September. The exact number of this majority is also unknown, and the choice of 30,000 beneficiaries serves as a rather conservative proxy to the true figure.
