ABSTRACT
In view of the problem of delayed delivery, this paper propose a compensation mechanism for user to protect the rights and interests of consumers. Based on the stochastic programming model with the lowest cost, this paper discusses the situation that the requirement of vehicle distriution are not met in the distribution cycle. Firstly, the stochastic programming model is transformed into the expected value model to solve the randomness of residual and demand. Secondly, according to the balance of interest of logistics enterprises and consumers, combining the cost function of timely delivery and delayed delivery, the analytical method is used to obtain the specific expressions of the two functions and compare them to determine the relationship between cost and penalty. Finally, combining with the case of commodity distribution, the compensation mechanism to balance the interests of logistics enterprises and consumers is obtained.
