Financing Albanian higher education: growth between the public and private sectors

Abstract

In many countries, reforms in higher education have follow-on effects on social and economic development. This article relates mainly to economic and financial issues regarding the development of higher education. Starting from the notable increase in demand for higher education and the budgetary constraints on public education financing, we argue that the development of higher education makes it necessary to harmonize public education and private funding. We also look at the current designs for tertiary education financial reforms in Albania.
