2 On December 4, 2012, General Secretary Xi Jinping took the chair of the Political Bureau of the CPC Central Committee meeting and reviewed and passed the “Eight Rules” of the Political Bureau of the CPC Central Committee on improving work style and close ties with the masses, including the eight aspects of improving investigation and research, reducing conference activities, streamlining briefing documents, regularizing visit activities, improving police work, improving news reports, strictly controlling the publication of draft documents, and practicing frugality (see People's Daily Citation2012, 1).

3 On June 18, 2013, the CPC held a mass line educational practice activities conference in Beijing. At the meeting Xi Jinping stressed that the main task of education practice activities was work style, focusing on solving the “Four Winds” of formalism, bureaucracy, hedonism and extravagance (see People's Daily Citation2013a, 1).

4 The first “Century” goal refers to the fact that the goal of comprehensively building a moderately prosperous society must be achieved by the CPC's 100th anniversary. The second “Century” goal refers to the fact that a prosperous, democratic, civilized and harmonious modern socialist country will be built by the 100th anniversary of the People's Republic of China.

5 This refers to the risk of mental slackness; the risk of lack of capacity; the risk of isolation from the masses; and the risk of passive corruption.
