ABSTRACT
The state as a space of health: on the geopolitics and biopolitics of health-care systems. Territory, Politics, Governance. The historical transformations of state spaces have recently been theorized and conceptualized from multidisciplinary perspectives and in various spatial and temporal contexts, but less research has been concerned with the entanglement of biopolitics and geopolitics in transforming state spaces in the OECD world. This article seeks to develop an approach to the geopolitics/biopolitics interface by inquiring into the ways in which ‘health’ has been one of the key aspects of the territorial constitution of the so-called welfare state in the Finnish context, and how health care has been an important constituent of the recent re-working of state territory and citizen subjectivities. The paper suggests that the health care/state space nexus can be scrutinized through an analysis of historically contingent geopolitical and biopolitical rationalities and related governmental techniques, as well as through a context-sensitive inquiry into how the territorial system of health care has altered over time.

国家作为健康空间：健康照护系统的地缘政治与生命政治. Territory, Politics, Governance. 国家空间的历史变迁，晚近已从多重学科视角、在不同的空间与时间脉络中进行理论化与概念化，但却少有研究考量 OECD世界改变中的国家空间中，生命政治与地缘政治如何相互交缠。本文透过探究芬兰的脉络中，“健康”作为所谓的福利国家领域建构中的一个关键面向的方式，以及健康照护如何成为晚近国家领域和公民主体再造的重要构成，寻求发展地缘政治／生命政治界面的方法。本文主张，透过分析历史上偶然的地缘政治与生命政治的关係性及相关的治理技术，并透过与脉络相关地探问健康照护的领域系统如何随着时间改变，得以细究健康照护／国家空间的联系。
RÉSUMÉ
L’État comme espace de santé: à propos de la géopolitique et de la biopolitique des systèmes de santé. Territory, Politics, Governance. À partir des points de vue pluridisciplinaires et des différents contextes spatiaux et temporels, on a récemment théorisé et conceptualisé les transformations historiques des espaces de l’état, mais plus rares sont les recherches qui abordent la question de l'enchevêtrement de la biopolitique et de la géopolitique dans la transformation des espaces de l'etat aux pays-membres de l'OCDE. Ce présent article cherche à élaborer une approche en matière de l'interface entre la géopolitique et la biopolitique en s'interrogeant sur les façons dont ‘la santé’ est devenue l'un des éléments clés de l’établissement territorial de l’état-providence en Finlande, et comment les soins de santé ont été un volet important du réaménagement du territoire de l’état et des subjectivités des habitants. L'article laisse supposer que l'on peut examiner de près le lien entre les soins de santé et l'espace de l’état sous l'optique d'une analyse des rationalités géopolitiques et biopolitiques, qui sont historiquement contingentes, et au moyen des techniques connexes gouvernementalistes, ainsi que par voie d'une enquête sensible au contexte pour savoir comment un système de prestation des soins de santé a évolué dans le temps.
RESUMEN
El Estado como espacio de salud: sobre la biopolítica y la geopolítica de sistemas de asistencia sanitaria. Territory, Politics, Governance. Aunque las transformaciones históricas de los espacios estatales han sido teorizadas y conceptualizadas recientemente a partir de perspectivas multidisciplinarias y en varios contextos espaciales y temporales, se ha estudiado menos el papel de la biopolítica y la geopolítica a la hora de transformar los espacios estatales en el mundo de la OCDE. En este artículo se pretende desarrollar un planteamiento sobre la interfaz entre biopolítica y geopolítica al cuestionar el modo en que la “salud” se ha convertido en uno de los aspectos principales de la constitución territorial del llamado Estado del bienestar en el contexto finlandés, y cómo la asistencia sanitaria ha sido un importante componente de la reciente transformación del territorio estatal y las subjetividades ciudadanas. En el artículo se sugiere que es posible examinar el nexo de la asistencia sanitaria y el espacio estatal mediante un análisis las racionalidades geopolíticas y biopolíticas históricamente contingentes y las técnicas gubernamentales relacionadas, y también mediante una investigación contextual para saber cómo se ha alterado el sistema territorial de la asistencia sanitaria con el paso del tiempo.
