1. Tempus is a program of the European Union “which supports the modernization of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects” (http://eacea.ec.europa.eu/tempus/).

2. Coordinator of this program is the University of Hildesheim. Partners in Europe are Trinity College Dublin (Ireland), Free University of Bozen (Italy), Fondazione E. Zancan (Italy), Hebrew University of Jerusalem, Ben Gurion University, Sapir College, Haruv Institute (Israel), Moscow State Regional University, and Don State Technical University (Russia).

3. Altogether, the curriculum comprises eight segments, making up 480 hours. The segments involve different means of teaching and learning: lectures, group discussions, case studies, individual study, etc. The curriculum was designed especially for courses in social work and child and youth work. It is evident from the previous that all segments have to be constantly developed and adapted in collaboration with all involved actors, e.g. lecturers, students, program coordinators, etc.
