DEVELOPING A PARADIGM FOR WORLDWIDE GAY, LESBIAN, BISEXUAL, AND TRANSGENDER PUBLIC POLICY AND ADMINISTRATION

ABSTRACT

This article develops a picture of what responsible public policy on gay/lesbian/bisexual/transgender rights would be like. It allows the reader to make informed judgments regarding progress in relation to the yardsticks of (1) equal rights, (2) workplace benefits, (3) domestic partnerships and/or gay marriages, as well as (4) equalization of family benefits, including adoption and child custody. The article then discusses progress in the United States. Finally it provides more detail about Canada, the European Community, as well as progress in Russia and Eastern Europe.
