Peldaños de la violencia terrorista: ETA en la tregua de 2006–2007

Resumen

Este artículo examina las razones que condujeron al gobierno español a establecer una negociación con ETA durante los años 2006 y 2007. Para ello, la organización terrorista declaró una tregua que se concibió como un repliegue estratégico destinado a facilitar su fortalecimiento en los planos humano, logístico, financiero y político. Asimismo, puso sobre la mesa negociadora su exigencia de independencia para los vascos. La negociación se desarrolló en un clima de violencia creciente que se expresó en el terrorismo callejero, la extorsión a los empresarios y las acciones logísticas. El gobierno no pudo satisfacer las exigencias de ETA a pesar de haber aceptado entrar en el contenido político de la negociación. Como consecuencia, la política de negociación fracasó y ETA reanudó su campaña de atentados.

Abstract

This article examines the reasons that led the Spanish government to agree to negotiate with ETA during 2006 and 2007. In order to achieve this agreement, the terrorist organization declared a truce that was conceived as a strategic withdrawal aimed at facilitating its strengthening in the human, logistic, financial and political domains. Furthermore, ETA put on the negotiating table its demand of independence for the Basques. The negotiation developed in a climate of increasing violence shown in street terrorism, extortion to businessmen and logistic actions. The government was not able to satisfy ETA's requirements in spite of having agreed to enter the political content of the negotiation. In consequence, the policy of negotiation failed and ETA resumed its campaign of attempts.
