Immigration, society and education in the EU: Towards an educational policy promoting full social inclusion

Resumen

La inmigración proveniente de terceros países en el seno de la Unión Europea es un hecho estructural que se extiende a todos sus miembros. A pesar de las diferencias interestatales, existe un conjunto de factores comunes a todos ellos, como son las dificultades de inclusión social de ciudadanos de origen inmigrado o pertenecientes a grupos minorizados, y el creciente racismo social de la mayoría social hacia ésta. A estos hechos hay que añadir, en el terreno educativo, la diferencia significativa de éxito escolar entre alumnado de origen inmigrado y sus compañeros autóctonos. La solución a todo ello pasa, entre otras medidas, por la construcción de un marco común europeo con nuevos instrumentos normativos para inspirar políticas estatales coherentes. En el ámbito educativo, se requieren esfuerzos en programas de aprendizaje lingüístico, medidas de refuerzo durante la escolarización y la constitución de centros escolares y dinámicas que eviten el gueto y la segregación.

Abstract

Immigration from third countries into the European Union is a structural fact which is common to all its members. In spite of the differences among EU states, there is a set of factors common to them all, such as the difficult social inclusion of citizens of migrant origins or belonging to minoritized groups, and the increasing social racism of the social majority towards this population. To these facts we must add, regarding the field of education, the significant difference in school achievement between students with migrant origins and their autochthonous peers. The solution to this calls for, among other measures, to create a common European framework with new legal instruments that inspire coherent state policies. In education, efforts must be invested in implementing language learning programmes, additional support aids during schooling, and setting up schools and procedures that avoid ghettos as well as segregation.
