Abstract
The Scottish parliament was designed to break with traditional Westminster politics, in favour of a more deliberative, consensual modus operandi. An electoral system designed to deliver coalition government was central to this. Yet, after a promising start, the system has failed to deliver the mode of politics expected of it. Moreover, coalition government in Westminster has made the prospect of coalition government in Scotland very much more uncertain.
