1 This article is based upon a thesis on the part played by ideas and by practical problems of emigration in the failure of the Wakefield theory. The material is drawn mainly from the New Zealand Com any papers, Public Record Office, London, series Colonial Office 208. The private retters were the most illuminating section of the material, but they are so voluminous and the information was so scattered that only the scantiest references can he given here.
