* This paper was awarded the K. J. Scott Memorial Prize for 1964. Political Science has published Kelson’s article on voting in the New Zealand House of Representatives from 1947 to 1954 (Vol. 7, No. 2, September 1955) and Miss May’s paper takes up the subject where Kelson left it. (A review of Kelson’s later book, which adds little on this subject to his article, appears on pages 73-5 of this issue.)
