Abstract
The competent authority may permit shipments under special arrangement in the case of packages that do not satisfy some of the regulatory requirements. The number of shipments under special arrangement that can be permitted, over a period, should not result in an unacceptable burden on the collective dose. This paper compares the collective dose values resulting from shipments deploying an approved package, and a non-normal package, for the same route, mode, quantity of material etc. The possible special arrangement parameters, which would control the resultant population exposure, are discussed.
