Abstract
The proper construction and use of a Terms of Reference document for an Enterprise Document Management System (EDMS) initiative can make or break a project. Because EDMS initiatives are still new, very few skilled and experienced project managers have developed an institutional memory of what works and what does not work. Without a knowledgebase of lessons learned to draw upon, new EDMS project managers will waste a considerable amount of time just cutting their teeth trying to steer a document management project.
