Abstract

User requirements, organizational change, government regulations, and politics are all factors that any organization embarking on a systems development project must take into consideration. These factors, plus that of general societal trends, have an even greater significance for governmental IT organizations that are planning to implement new applications. IS managers in government, as well as those in industry, can use the planning framework presented in this article to manage these factors, as well as the overall requirements and systems planning process.
