The Cost of Poor Testing: A U.S. Government Study (Part 1)

Charles T. Carroll Received a Bachelor of Science in Naval Science from the U.S. Naval Academy and a Master of Science in Systems Management from the University of Southern California. He is certified in Production and Inventory Control by the American Production and Inventory Control Society (APICS). Carroll served 20 years in the U.S. Marine Corps as a Supply and Fiscal Officer, Systems Developer, and Program Manager. Currently an independent consultant, he also worked at Sprint Corporation and General Electric's Employers Reinsurance Corporation, where he was trained and certified as an internal consultant in GE's Six Sigma Quality processes, administered the local and offshore outsourcing programs, and established the Project Management Office and metrics programs within ERC's IT department.

Abstract

Virtually every business in the United States in every sector depends on software to aid in the development, production, marketing, and support of its products and services. Advances in computers and related technology have provided the building blocks on which new industries have evolved. Innovations in the fields of robotic manufacturing, nanotechnologies, and human genetics research have all been enabled by low-cost computational and control capabilities supplied by computers and software.
