ABSTRACT
In considering when a difference is a disability, two important perspectives are recognized: the functionalistic which verifies “presence of difference” and the nativistic which establishes “limitation of adaptive potential.” Both perspectives must be kept in focus if accommodations for disabilities are to be helpful and fair and if a growth process is to be supported.
