ABSTRACT
Airports are a source of community pride and have a major impact on the economic welfare of a community. While much research has been done on the environmental and economic impact airports can have, little research has been done on the programs used by airports to meet community needs. This paper takes a look at one such program, known as the Disadvantage Business Enterprise (DBE) program, the program's historic and political framework, and how airports use DBEs to meet community standards.
