Is the Sky Falling? or Using the Policies and Procedures Manual as an Evaluation Tool

Abstract

At a time of budget freezes and income cuts libraries need methods for responding systematically and fairly while insisting on the library's right to make the decisions. Reviewing and updating the procedures manual is a worthwhile project for evaluating library services, redesigning procedures, enhancing staff teamwork and creating a benchmark to guide decisions.
