Abstract
Adminsitrators of academic science and technology libraries face two issues of critical importance as they manage collections and staff resources in support of the instructional and research functions of their parent institutions: inadequate levels of funding and the need to adjust collections and services to changes in the process of the transmission of scholarly information. As libraries address these issues, they must take into account the need to incorporate a strategic planning mechanism into the library structure, the shift from a storage-based to an access-based service and collection development philosophy, and the need to strengthen university relationships with the corporate sector.
