Welfare to Work as a Change Process

ABSTRACT

This article examined the application of the Transtheoretical model of behavioral change to the welfare to work transition with public housing residents. Both quantitative and qualitative data were gathered and analyzed to demonstrate that the welfare to work process may indeed be considered a change process. These findings have implications for social policy development and public worker training in both the public housing and publicwelfare systems.
