Abstract
Because of the conditions of the teaching occupation and changes in society and the larger occupational structure, teaching is unable to command the salary or the status necessary to attract outstanding college graduates. Comprehensive and fundamental reform in the ways teachers are trained, evaluated, and rewarded are required if this situation is to be improved and if the present quality of education is to be improved or, indeed, even maintained. Specifically, what is needed is a career structure that provides for the systematic training and induction of new teachers as well as for career options, increased status, and substantial salary increases for teachers who demonstrate outstanding performance in the classroom.
