Implementation of Public Law 94-142:

Challenges and Opportunities for Behavior Modification

Abstract

Public Law 94-142 requires that a free, appropriate education be provided all handicapped children. When behavior modification is seen in relation to the task of implementation of Public Law 94-142, and the apparant difficulties experienced by public school professionals when engaged in that endeavor, a variety of challenges and opportunities present themselves for behavioral researchers and practitioners. Four important characteristics of behavior modifications are discussed in relation to Public Law 94-142, and suggestions for research and development in the service of full implementation of the federal legislation are outlined.
