Abstract

This discussion is concerned with politics in a specific scope, and in a generic sense. Political action here refers to competitive action between governments, or other coordinate partisan entities. Although there is an important distinction between politics and administration, within the scope of this discussion such a distinction is unnecessary. The politician competes in order to administer; and the administrator acts by virtue of the politician’s mandate.
