Abstract
Art. 1. In accordance with Article 3 of the Provisional Regulations for Institutions of Higher Learning, to meet the needs of our national construction junior colleges [literally, "special-course schools"] will be established to train technicians; these specialists will be taught by a method that combines theory and practice so as to develop them into technicians who can master modern scientific and technological achievements, and who will be totally dedicated to the building of new democracy in our country.
