Abstract
This issue of Chinese Education takes as its subject the educational relations between China and foreign countries. More specifically, it introduces China's policies on sending scholars and students to technically advanced countries for cooperative research and study. In recent years Chinese leaders have put great emphasis on the need for scientific and technological personnel for the country's modernization efforts; they hope to create a contingent of specialists and scholars of world level. China is a very large country and needs tens of thousands of people who have both a high level of culture and specialist professional knowledge to contribute to its development.
