Abstract
A recent study conducted by the Scientific and Technological Cadre Office of Shanghai People's Government and the Shanghai City Science and Technology Association found that a portion of the returned scholars having taken advanced studies abroad are not giving full play to their potential. Therefore, it is hoped that departments concerned make positive efforts to accommodate their needs so that they can put their talent and abilities to good use.
