Abstract

By far the most dramatic of China's economic reforms has been the establishment of the Special Economic Zones (SEZs) (Falkenheim 1985). This bold initiative symbolizes a break with the past, a test of the modernization efforts of the present leadership, and an indicator of the direction of future changes in China.
