Abstract
Construction of the Special Economic Zone is an important part of China's socialist modernization. The Twelfth National Congress of the Chinese Communist Party stipulated in explicit terms that education be taken as one of the strategic priorities in the development of China's economy. Thus there is no doubt that we should give consideration to developing education as a high priority in building the Special Economic Zone.
