Abstract
The "Decision of the CCP Central Committee on the Reform of Educational Structure" pointed out that in higher education in the future "the priority is to hasten development of short-cycle, higher education." In vocational and technical education, the priority is to develop the secondary level, but at the same time "make an active effort to develop higher vocational/technical schools."
