Right after July 1 Commune was established, there did not exist and could not exist ready-made rules. They lacked even more experience in running a commune. A host of new problems awaited solutions: for example, Which level was most suitable as a basis for the ownership of the means of production? Which was the best way to distribute profits? What should be the size of the commune, of the brigades? How should the relationship between commune and brigades be handled?
