How Far Can Family Support for the Rural Elderly Go?

Abstract

"The Ninth Five-Year Plan for the National Economy and Social Development of the People's Republic of China (PRC) and Outline of Long-Term Targets for the Year 2010" passed by the Fourth Session of the Eighth National People's Congress explicitly points out: "Support for the elderly in the rural areas shall consist mainly of family insurance and shall adhere to the development of multiple forms of old-age insurance under government guidance and with voluntary participation by the peasants. There will be a vigorous development of enterprise-subsidized old-age insurance and of personal-savings old-age insurance." This is going to be the guiding principle for rural old-age insurance in China for a fairly long time to come.
