Abstract
On December 21, 1988, the Commission of the European Communities announced its plans for a new program, LINGUA, to boost the knowledge of foreign languages vital for achieving the European Community (EC) "internal market." The measures proposed aim to reinforce the efforts of individual member states in this area, and are a significant step forward in the transnational cooperation necessary to support their action. The first phase of LINGUA is planned for a five-year period from 1990 to 1994 with an estimated budget of 250 million ECU. The Commission proposals will be submitted to the Council of the European Communities in the course of 1989.
