An Analysis of Russia's Short-Term and Long-Term Fiscal Sustainability

Abstract

This article examines Russia's short- and long-term fiscal sustainability and identifies risk factors. The advantages and disadvantages of the new fiscal rules are examined from the perspective of long-term forecasts of Russia's socioeconomic development. The new rules are compared to those suspended during the financial crisis. Possible further adjustments to the rules governing the budget process are also discussed.
